Secretary of State Jim Milne was born in Barre, Vermont on July 8, 1950. He attended elementary and secondary schools in Barre and graduated from the Massachusetts College of Pharmacy (B.S., Pharmacy, 1974). He is married to Judith Garigliano and they have two daughters who have graduated from college, one who attends Johnson State College, and a son who attends Boston College.Milne is a former pharmacist, former manager of Allan Milne Pharmacy (1974-1988) and served for more than a decade on the Vermont Board of Pharmacy (1981-1992). He was the board's chair from 1986-1988.
From 1988 to 1994, he served as Barre City Clerk and Treasurer. In 1994, as the Republican nominee, he was elected Secretary of State for the 1995-1996 term. In 1996, as the Republican and Democratic nominee, he was re-elected for the 1997-1998 term.
Milne is a former president of the Vermont Jaycees (1979-1980) and national vice-president of the United States Jaycees (1980-1981). He was president of the Barre Rotary Club from 1985 to 1986.
He also has been affiliated with the Vermont Municipal Clerks and Treasurers Association, Aldrich Public Library, National Ski Patrol, Mutuo, Inc., Barre Elks Lodge, Barre Country Club and the Barre Basketball Tournament Committee.
