Office Management Structure

The Secretary of State's Office is managed jointly by the Secretary of State, the Deputy, and the Director of Professional Regulation. When only one of the three is present, that person is in charge of, and is responsible for, the entire office.

For budgeting purposes, our office is divided into four divisions:

• Administration and Elections
• Archives
• Business Registry
• Professional Regulation

Functionally speaking, two of these divisions are further divided:

• Administration and Elections is functionally subdivided into
  • Administration (including business and personnel), supervised by the Deputy Secretary
  • Elections Division, supervised by the Elections Director
  • Information Technology unit, supervised by the Deputy Secretary
• Professional Regulation is functionally subdivided into
  • Four licensing units, each supervised by a Licensing Unit Administrator
  • An investigative unit, supervised by the Chief Investigator.

Supervisors and Their Staff

• Secretary of State (elected). Derives his authority from the Constitution. Our office is Constitutionally independent of the Governor and of the Governor's administration, although in practice we take direction on many matters from the Secretary of Administration, and from the commissioners of Personnel and of Budget and Management.
  • Executive Assistant (appointed by the Secretary of State; exempt), reports to Secretary of State.
• Deputy Secretary of State (appointed by Secretary of State; exempt), reports to Secretary of State. Has the legal authority to act in the Secretary's place in all but a few situations.
  • The Deputy's counsel is exempt and reports to the Deputy Secretary of State. Provides legal services throughout the office as needed, but works primarily on OPR and Business Registry matters.
• Director of Professional Regulation (appointed by the Secretary of State; exempt), reports to the Secretary of State.
  • The Director's counsel is exempt and reports to the Director of Professional Regulation. Provides legal services throughout the office as needed, but works primarily on OPR matters.
• State Archivist (classified), reports to the Deputy Secretary of State.    In the absence of both the Deputy and Secretary, reports to Director of OPR.
• Director of Elections (classified), reports to the Deputy Secretary of State.   In the absence of both the Deputy and Secretary, reports to the Director of OPR.
• Business Registry Director (classified), reports to the Deputy Secretary of State.   In the absence of both the Deputy and Secretary, reports to the Director of OPR.
• Operations Manager (classified), reports to the Deputy Secretary of State.   In the absence of both the Deputy and Secretary, reports to the Director of OPR.

  ARCHIVES

  • All staff is classified and reports to the State Archivist.

  BUSINESS REGISTRY

  • All staff is classified and reports to Director of Business Registry.

  INFO TECH

  • All staff is classified and reports to the Director of OPR.

ELECTIONS

• All staff is classified and reports to the Director of Elections.

PROFESSIONAL REGULATION

• No employees are appointed by Boards or Board members.
• No employees report to Boards or Board members.
• OPR prosecutors are exempt employees who technically are appointed by the Secretary of State's authority, but who report to one of the Attorney General's division chiefs.
• Licensing unit administrators are classified and report to the Director of OPR. In the absence of the Director of OPR and the Secretary, they report to the Deputy.
• Licensing unit staff (secretaries and clerks) are classified and report to the licensing unit administrators to whom they are assigned.
• The support services coordinator is classified and reports to the Director of OPR. In the absence of the Director of OPR and the Secretary, they report to the Deputy.
• The switchboard receptionist is classified and reports to the Director of OPR. In the absence of the Director of OPR and the Secretary, they report to the Deputy.
• The chief investigator is classified and reports to the Director of OPR. In the absence of the Director of OPR and the Secretary, they report to the Deputy.
• The investigators are classified and report to the Chief Investigator.
