The law covers the lobbying of, and gifts given to, legislators and administrative officials. 2 V.S.A. §§261(9) and 264.

• "Legislator" means a member or member-elect of the General Assembly. 2 V.S.A. §261(7).

• "Administrative official" is broadly defined to include all six state officials who are elected in statewide elections and any officer, employee or consultant of an administrative agency or body of the state who, as part of his or her official duties, participates in any administrative action, other than in a capacity that is solely clerical, secretarial or ministerial. 2 V.S.A. §261(2).
