SUPERVISOR: Director of the Office of Professional Regulation.
ABSTRACT:
Within the Office of Professional Regulation, the Licensing Unit Aministrator supports the Director of the Office of Professional Regulation (Director) in meeting the statutory requirements associated with an assigned group of regulatory programs. The ultimate goal of this work is the protection of the health and welfare of the public as it relates to the assigned group of programs.
Work is performed with considerable independent decision making, under the general supervision of the Director. This position supervises secretarial and clerical positions as assigned.
As required, Licensing Unit Administrators perform all other duties consistent with the Personnel Department's Job Specifications for "Licensing Unit Administrative Coordinator," "Licensing Boards Staff Assistant," or "Nursing Board Executive Officer," respectively.
MAJOR JOB DUTIES
- Plans and Manages unit operation.
Expectations:
a) Shall supervise in accordance with Guidelines.
b) Shall assure currency and accuracy of all forms, information sheets and other printed material used by the unit, in accordance with Forms and Document Guidelines.
c) Shall ensure that any material published by the unit is in compliance with Editorial Guidelines.
d) Shall ensure that access to unit information is provided according to Web Access Guidelines, and shall monitor and update all Web pages relevant to the unit in accordance with Web Currency Guidelines, and shall read posted press releases.
e) Shall manage and monitor unit use of computer systems and other information technology according to Information Technology Guidelines.
f) Shall assist in the legislative process according to Legislative Guidelines.
g) Shall ensure that the unit complies with Archives Filing Practices and Policy on Disposition of Records.
- Administers licensing work for assigned professions and occupations in accordance with statutes, rules and office directives.
Expectations:
a) Shall oversee the timely processing of applications for licensing, certification or registration in accordance with Application Procedures and Renewal Procedures.
b) Shall oversee the proper handling of mail and financial receipts according to Guidelines for Processing of Mail and Checks.
c) Shall ensure examination security is maintained and shall fulfill other responsibilities related to examination services and continuing education according to Guidelines on Examination and Education.
- Manages case flow for the complaint and investigative processes.
Expectation:
a) Shall observe boundaries set out in Case Management Definition and Need-to-Know Guidelines.
b) Shall handle tasks in the complaint and investigative processes in accordance with Procedures for Processing Complaints.
c) Shall ensure complete and accurate work documentation according to CaseTrak Guidelines and Guidelines for Documenting Investigative Work Product.
d) Shall serve as liaison among Director, AAGs, counsel, investigators, Board members, Advisors, Support Services Coordinator, respondent and complainant.
e) Shall avoid conflicts of interest, and shall seek advice according to Conflict of Interest Policy.
- Provides and oversees assistance for meetings of assigned Boards, commissions and advisors.

a) Shall oversee preparation for meetings, ensuring agendas and minutes are developed according to Meeting Support Policy.
b) Shall intervene in Board proceedings according to Board Intervention Policy.
- Answer and manage staff to answering of appropriate practice-related questions.
Expectation:
a) Shall address practice-related questions according to Guidelines on Practice-Related Questions.
- Manages special projects assigned by or collaborates on special projects undertaken by the Director. Such projects may include preparation of budgets and legislation.
- In the case of the Administrator who supports the Board of Nursing: Evaluates Licensed Practical Nurse, Registered Nurse and graduate nurse programs in Vermont post-secondary schools and colleges.

- Participate with the Director and the Senior Management Team to assist in planning and management of the office.

a) Participate and cooperates with the Director and Senior Management Team in efforts to manage and improve performance of OPR programs.b) Shall comply with, and shall monitor supervised staff's compliance with, Office policy, work rules and procedures, maintaining awareness of these through Intranet access.
c) Shall comply with, and shall monitor supervised staff's compliance with, Policy on Speaking for the Office.
d) Shall comply with, and shall monitor supervised staff's compliance with, General Policies for All Employees.
