Any state representative who has not filed a final campaign finance report must file an annual campaign finance report with his or her representative district clerk on Monday, July 15 -- the same day petitions are due! 17 V.S.A. § 2821(a)(3).WARNINGS, BALLOTS, & CHECKLISTSCopies of any reports received must be forwarded to the Secretary of State within five days of receipt. 17 V.S.A. § 2821(c).
As representative district clerk, you will also be receiving voluntary expenditure limit affidavits. These affidavits are due on Thursday, August 1.
The statute doesn't expressly state where candidates who wish to comply with the voluntary expenditure limits are to file, but it seems consistent to have them file with the officers with whom they file all their other campaign-related paperwork.
State representatives who agree to voluntarily limit campaign expenditures can spend only $2,000 in a single-member district and $3,000 in a two-member district.
Within each campaign finance guide which you receive (and which will be sent to each candidate) will be two affidavits. One states that the candidate will comply with the limits set out in the statute -- 17 V.S.A. § 2842.
The other states that the candidate will comply with a lower limit agreed upon by all the candidates for the same office. Since it generally is difficult to get candidates together to agree on a lower amount, most affidavits will be the affidavits binding the candidate to comply with the statutory limits.
Try to assist the candidates to insure they are filing the correct form.
Our office is charged with putting together a list of all candidates who have and have not filed such affidavits. We need your cooperation in getting us, as quickly as possible, copies of affidavits filed with you.
By August 6, you should have your primary and general election warnings in hand. Ballots must also be delivered by August 6.NOTARY WORKSHOPSIf, for some reason, you have not received ballots by August 6, please call us immediately. The law requires that you have ballots by this date, and we'll do our utmost to assure that you do.
Please fill out the post card which is enclosed with your ballots. It serves as our receipt. 17 V.S.A. § 2479.
Primary warnings must be posted by August 11 (Sunday) -- 30 days before the election. Your checklist must be also be posted 30 days before the election. 17 V.S.A. § 2141.
